Portland’s Equitable Gas Leaf Blower Phase-out Policy

For a Healthier, Quieter Community… and Climate-friendlier Too!

 

In March 2024 Portland City Council approved a policy phasing out the use of gas-powered leaf blowers in Portland. Here’s what you should know:

  • Starting January 1, 2026, gas-powered leaf blowers will be allowed only in fall (Oct-Dec) citywide.
  • Starting January 1, 2028 gas leaf blowers will be prohibited year-round in Portland.
  • Property owners are responsible for violations:
    • A first violation will result in a warning.
    • A second violation may result in a civil penalty of $250.
    • A third violation may result in a civil penalty of $500.
    • A fourth or subsequent violation may result in a civil penalty of $1,000. Each day an owner is in violation is deemed a separate violation.

Now is the time to get ready!  Here’s what you can do:

Residents If you’re like most Portland residents who use a leaf blower, you already have an electric one.  The purchase cost with battery included is about the same as a gas leaf blower, and you begin saving money immediately on fuel and maintenance costs, and enjoy the convenience of instant start, no refueling or engine tuneups.  If you haven’t yet purchased one and have questions, visit your local Home Depot or Ace Hardware store and speak with a knowledgeable sales person. If you use a landscape company, please make them aware of the new policy and the benefits of electric blowers.

Contractors: This ordinance applies to all residential and commercial properties within the city of Portland.  Landscape contractors who operate within the city limits will need to use electric equipment as stipulated above.  Penalties for failing to comply with the ordinance are not issued to contractors.  Property owners are responsible for fines relating to violations.
